Luca Bucci is an accomplished public relations executive with expertise spanning government, private, and not-for profit sectors. As Principal at Vimy Strategies, Luca leverages extensive networks to help clients achieve both their public policy and communications goals, particularly in the energy, infrastructure, and development sectors.

Luca’s broad experience gives him a unique perspective, enabling him to tackle client challenges with a nuanced understanding of both public sector and corporate priorities. His strategic counsel has been instrumental in helping clients navigate challenging policy reforms, manage crises, and lead complex government negotiations, positioning them for success in a rapidly evolving political environment.

As CEO of the Ontario Home Builders’ Association, Luca spearheaded the successful passage of five transformative pieces of housing legislation and launched the organization’s inaugural strategic and operational plans – all within the first ten months of his tenure. Prior to this, he served as Chief of Staff to Ontario’s Minister of Municipal Affairs and Housing, where he established the Housing Affordability Task Force and advanced pivotal housing policy reforms.

As the Vice President of Public Policy and Government Relations for the Chartered Professional Accountants of Ontario (CPA), Luca advanced Ontario’s accounting profession by leading transformative regulatory reforms and forging strategic partnerships with think tanks and private-sector leaders. Earlier in his career, as an Advisor to the Prime Minister of Canada, he developed and executed high-stakes international engagements, working closely with senior officials and partners to enhance the Prime Minister’s domestic and international image.

Luca also served as Chief of Staff to several Ontario Cabinet Ministers, where he led key initiatives like the accelerated GO Train expansion to Niagara and the development of Ontario’s Forestry Strategy, cultivating trusted relationships with Cabinet ministers and their staff, and senior stakeholders.

A dedicated Hamiltonian and avid Tiger-Cats fan, Luca is also a former Governor of the University of Waterloo and holds an Honours BA in History, Political Science, and Math from the University of Waterloo.
